Despicable! Is it possible that these people are functional psychopaths? What could a human be thinking to justify that in their own minds? Anyway they need to punish the person appropriately.

I think they need to duct tape whoever did this in exactly the same way they did this poor innocent cat! Then they should stand them in front of Independence Hall to remind them that this is a country of rights and laws and animals deserve both participation and protection. I sure hope they find them.
